Gypsies and Travellers Law Update 2026

Rosie Fox is Paralegal at Public Interest Law Centre, working with Keith Coughtrie. She
previously worked in the advocacy and casework team at Friends, Families and Travellers.
Recently, she has been working to develop a network of legal practitioners and other
stakeholders working in Gypsy and Traveller Law. The Network will include training, further
events, mentoring, meetings for solidarity and question and answer sessions, and legal
briefings.
Rhiannon Craft was a Co-Founder of Bristol Vehicles for Change, which supported the rights
of Vehicle Dwellers and New Travellers in Bristol through the development of meanwhile
sites during the pandemic. Rhiannon has a PhD in Sociology, which was an ethnographic

study about vehicle dwelling in England and Wales. She often provides legal assistance and
expert evidence in cases involving Travellers and other Vehicle Dwellers.
In this talk, Rosie begins by outlining the context in which Gypsy Traveller Law is embedded
in England and Wales. This is important for any practitioner working (or wanting to work) in
this area. She outlines a case that epitomised some of these difficulties outlined in the
context that she had worked on first hand. She moves on to discuss planning difficulties
encountered by clients attempting to live on their own land. Afterwards, she explains a
landmark ruling made in response to a judicial review of the most significant statute in this
area in recent years, The Police, Crime, Sentencing and Courts Act 2022.
